Saving Lives: Including People with Disabilities
in Emergency Planning
About the Presenter
Patricia Pound, Member, National Council on Disability
On July 26, 2002, the U.S. Senate confirmed Patricia Pound as one
of President Bush’s nominees to the National Council on Disability,
an independent federal agency making recommendations to the President
and Congress on disability policy.
Ms. Pound is the executive director of the Texas Governor’s
Committee on People with Disabilities since 1997 and a policy analyst
for the Governor's Committee since 1992.
In these two positions she assisted the Committee to make policy
recommendations to the Governor and Legislature, coordinated with
activities of local Mayor and County Committees, and promoted compliance
with Texas laws affecting people with disabilities. She is also
responsible for several popular Committee publications regarding
Texas disability policy.
Other positions held my Ms. Pound include: director of the Criss
Cole Rehabilitation Center, Texas Commission for the Blind, and
director of the Austin Resource Center for Independent Living.
Ms. Pound is the founding president of the Coalition of Texans
with Disabilities. Former member of the Austin Human Relations Commission,
and former board member of the American Coalition of Citizens with
Disabilities. She is currently a member of the National Association
of Governor’s Committees on People with Disabilities and the
City of Austin Aquatics Advisory Committee.
Ms. Pound, a native Texan, has B. A. degree in mathematics from
the University of Houston.
