Dennis Fitzgibbons is Executive Director of Alpha One, Maine’s Center for Independent Living. Dennis’ career has spanned teaching at the high school level, business administration in the private sector and CIL management in Maine and Massachusetts. As Executive Director, Dennis is responsible for the management and operation of Alpha One services and works with the Alpha One Board of Directors to set organizational priorities and goals.
In his years in Independent Living, Dennis has served on numerous long-term care and health care public policy task forces at the state and national level to advocate for increased community-based care and quality health care for people with disabilities. He has been instrumental in the development and administration of consumer-directed service programs for persons with disabilities. Dennis has promoted disability rights in personal assistance, housing, transportation, employment and health care for over 35 years.
Alpha One was established in 1978. Maine is mostly rural with a handful of urban areas. The population of the state is approximately 1.2 million and Maine is now the ‘oldest’ state with the highest per capita age of its residents.
Our fee-based programs/services have been developed in response to consumer input. Alpha One started its first fee-based program in 1979-a state funded consumer-directed personal assistance pilot program with 15 consumers. By the mid 80s Alpha One had established branch offices in Augusta, Bangor and Presque Isle in order to serve the entire state.
Building capacity and broadening revenue support has been Alpha One’s goal since it was founded in order to reduce dependence on one funding source. Today Alpha One offers 10 fee-based programs and services through contracts with these Maine Departments: Economic and Community Development, Education, Labor, and Health and Human Services; and the Maine Housing Authority; Cumberland County, and the City of Portland. In addition, another 5 fee-based programs are offered through other contracts, subcontracts, and direct bill arrangements.
